The School Education Department, Government of Andhra Pradesh, has issued an important official memorandum clarifying the role and responsibilities of the Model Primary School Headmaster (MPSHM) for the academic year 2025–26. This directive aims to ensure smooth academic and administrative functioning in schools where Model Primary Schools function alongside Upper Primary or High Schools.

The instructions were issued vide Memo No. ESE02-13027/14/2025-EST 3-CSE, dated 13-01-2026, and are applicable across the state.


 Background of the Government Memo

The memo has been issued with reference to earlier Government Orders and departmental communications:

  • G.O.Ms.No.21, School Education Department, dated 13.05.2025

  • G.O.Ms.No.22, School Education Department, dated 20.05.2025

  • Memo No. ESE02-14026/8/2023-E-VI, dated 22.05.2025

Based on these references, the Department has reiterated and clarified who should function as Headmaster in composite school setups.


 Role of Model Primary School Headmaster – Key Clarifications

The Government has clearly outlined the hierarchy and administrative control in schools where multiple sections operate within the same campus:

 1. Model Primary School with Upper Primary Section

Even if an MPS Headmaster post is sanctioned,

The senior-most School Assistant in the Upper Primary Section shall function as the Headmaster of that school.

 2. Model Primary School with Upgraded High School (Without Sanctioned HM Post)

In upgraded High Schools where no HM post is sanctioned,

The senior-most School Assistant shall act as the Headmaster, irrespective of the posting of an MPSHM.

🔹 3. Model Primary School with Existing High School

Where a High School is already functioning,

The Grade-II Headmaster of the High School shall function as the overall Headmaster of the institution.

🔹 4. Teaching Duties of MPS Headmaster / School Assistant

The MPS Headmaster or School Assistant working in a Model Primary School

Must perform teaching duties on par with other primary teachers, in addition to assigned responsibilities.

 Administrative Instructions to Officials

All Regional Joint Directors of School Education (RJDs) and District Educational Officers (DEOs) have been instructed to:

Take immediate necessary action

Ensure strict supervision

Prevent academic or administrative disruption during the academic year 2025–26
