PM POSHAN cooking cost arrears are finally being released in Andhra Pradesh. The Director (FAC), Mid Day Meal & School Sanitation, issued Memo No. ESE02-27022/28/2024-MDM-CSE(2638648), dated 28-10-2026, instructing all District Educational Officers (DEOs) to pay the differential Material (Cooking) Cost to cooking agencies for the period up to 31-10-2025, after recouping the Additional Menu Cost already paid. This article explains the revised rates, the net arrears per child per day, the effective periods and what DEOs, Headmasters and cook-cum-helper agencies must do.

🍲 Revised Material (Cooking) Cost Rates

As communicated by Government Memo No. 2641676/2025-Prog-III dated 29-10-2025, the material cost per child per day was revised as follows. Classes I–VIII follow the 60:40 Centre–State sharing pattern; Classes IX–X and Intermediate are funded 100% by the State.

💰 Arrears to be Paid After Recoupment

Because cooking agencies already received an Additional Menu Cost during the period, that amount is deducted from the total difference. Only the net difference is paid as arrears.

🧮 How to Calculate the Cooking Cost Arrears

Arrears must be calculated strictly on the eligible number of meals actually served during the effective period:

Arrears = Total meals served in the period × Net arrears rate
Illustrative example only: if a primary school served 10,000 meals between 19-02-2025 and 31-10-2025, the arrears are 10,000 × ₹0.31 = ₹3,100. For an upper primary school with 10,000 meals, it is 10,000 × ₹0.72 = ₹7,200.

🏦 Funding Source & Recoupment Procedure

• Classes I–VIII: The Additional Menu Cost already paid from the Single Nodal Account (SNA) is recouped and remitted through a CFMS challan.
• Classes IX–XII: The differential amount is released to implementing agencies from the State Budget.
• The recouped amounts (₹0.43 for I–V and ₹0.40 for VI–VIII) must be held with the DDOs and remitted to the concerned Head of Account through CFMS challan only when the Directorate communicates.

✅ Instructions to District Educational Officers

1. Calculate arrears strictly based on eligible meals served, applicable rates and the specified periods.
2. Reconcile the Additional Menu Cost already paid with agency records to avoid double payment or excess claims.
3. Maintain separate records for arrears payable and Additional Menu Cost recouped.
4. Book expenditure under the correct Heads of Account of Material (Cooking) Cost as per the fund-sharing pattern and the SNA SPARSH procedure.
5. Submit details of arrears paid and amounts recouped to the Directorate.
