Transforming Primary Education: Strengthening FLN Monitoring

The Government of Andhra Pradesh, through SCERT, has rolled out a comprehensive framework to reinforce Foundational Literacy and Numeracy (FLN) as a top priority in primary education. Rooted in the principles of NIPUN Bharat and NEP 2020, this initiative seeks to uplift early grade learning outcomes across the state, particularly in Grades 1 and 2.

Key Focus Areas

  • Implementation of Guaranteed FLN to ensure reading, writing, and numeracy goals are achieved by end of Grade 3.

  • Daily activity tracking of FLN tasks like number/language games, story-based learning, and reading sessions.

  • Use of FLN Teaching Learning Materials (TLMs), student kits, and FLN Melas to showcase progress.

  • Real-time monitoring through regular school visits and classroom observations.

Roles and Responsibilities

  • SCERT Faculty: Serve as district-level in-charges. Coordinate with DEOs and DIETs, attend academic reviews, and submit fortnightly reports.

  • DIET Principals and Faculty: Monitor schools and student teachers, conduct weekly visits, and validate FLN material usage and student engagement.

  • DIET Student Teachers: Assist in classrooms during internships, maintain observation logs, and support FLN pedagogy.

  • KRPs and DRPs: Act as FLN mentors at cluster level, facilitate academic reviews, guide teachers, and ensure community participation.

  • Cluster HMs and AMOs: Evaluate FLN implementation, track student learning outcomes, and ensure active use of materials.

  • DEOs and RJDSEs: Ensure consistent academic follow-up, conduct district reviews, and facilitate targeted teacher training.

Monitoring Structure

  • Weekly Reviews at cluster and mandal levels.

  • Biweekly Reviews at the district level.

  • Monthly Reviews at the state level, led by the Director of School Education.

Accountability Measures

  • Schools are to adhere to academic calendars.

  • Teachers must conduct home visits for students with poor attendance.

  • Bridge Courses (e.g., Vidya Pravesh) and internal academic reviews are mandatory.

  • Assessment data must be timely uploaded to the CSE portal.

This initiative demands sincere and proactive involvement from every stakeholder to transform the academic foundation of students across Andhra Pradesh. The FLN mission is not a mere compliance exercise but a movement to instill the joy of learning and build a strong academic base for every child.
