Strict Restrictions on Unauthorized Entry into Schools – Orders Issued by AP School Education Department

The Director of School Education, Andhra Pradesh, has issued new guidelines to prevent unauthorized access to school campuses across the state. This action comes after reports of individuals and groups entering schools without permission, often under the pretext of donations or gifts, and causing disturbances during school hours.

What's the Main Concern?

It was observed that people not associated with the schools, such as outsiders or local organizations, were entering campuses without permission. Even though some claimed to be offering support or donations, their presence was affecting the regular academic schedule.

New Instructions for Schools

To protect the learning environment and ensure discipline, the department has introduced the following key measures:

  1. Entry Limited to Parents & SMC Members Only

    • No outsider is allowed inside the school without prior approval.

    • If any individual or group wants to donate items or support the school, they must hand over the materials only to the Headmaster.

    • They are not allowed to interact with students or enter classrooms.

    • Taking photographs with students is strictly prohibited.

  2. Grievance Handling Protocol

    • Any complaints, suggestions, or grievances must be directed to the school administration office.

    • Teachers and students are not to engage with external persons regarding such issues.

  3. Ban on Political Materials

    • No flags, posters, banners, or symbols related to political parties are allowed inside the school.

    • This ensures that schools remain neutral and focused on education, not politics.

Who Should Enforce These Rules?

All Regional Joint Directors of School Education (RJDSEs) and District Educational Officers (DEOs) have been instructed to:

  • Communicate these rules to all schools under their jurisdiction.

  • Ensure strict implementation by all Headmasters and field-level staff.

  • Report any violations immediately to the Director’s office.


These guidelines are aimed at creating a safe, distraction-free learning environment where students can focus purely on their education. The department emphasizes that any violation of these orders will be taken seriously.
