75-Day G-FLN Action Plan: Guidelines for Foundational Literacy & Numeracy
Classes I to V | Implementation: 8th December 2025 to 24th March 2026
1. Program Objective & Context
The Government of Andhra Pradesh launched the **Guaranteed Foundational Literacy and Numeracy (G-FLN) Programme** to ensure every child from Classes I to V achieves the NIPUN Lakshyas in reading and numeracy by March 2026.
Key Levels (Learning Groups):
Based on a baseline survey (Nov 24th - Dec 6th, 2025), the 75-Day Action Plan is structured across three progressive learning levels: Stream (Beginner), Mountain (Intermediate), and Sky (Advanced).
2. Daily Implementation Schedule (Afternoon Session)
Note: The Morning Session is reserved for regular academic instruction as per the timetable.

3. Key Operational Instructions for Schools
- Teachers must strictly follow the **day-wise activities** without deviation, using the two separate Action Plan books (Grades 1-2 and Grades 3-5).
- All available **TLM** (Textbook, Teacher Handbook, Jaadui Pitara kit, Learning Kits, etc.) must be used as per the prescribed activities.
- QR codes (on the back of the book) are provided for accessing activity videos through the **DIKSHA app**.
- Teachers shall conduct **monthly assessments** using the tools available in the **LEAP app**.
- The 75-Day FLN timetable shall be displayed prominently, and an **FLN Achievement Register** must be maintained.
- **No school shall alter, postpone, or omit FLN periods** under any circumstances.
- Activities must be conducted separately for Classes I-II and Classes III-V.
4. Monitoring and Responsibilities
RJDs & DEOs
- Conduct monthly (RJDs) / fortnightly (DEOs) review meetings.
- DEOs must disseminate the Action Plan on 8th Dec.
- Ensure corrective measures in low-performing areas.
MEOs & Cluster HMs
- MEOs conduct teacher orientations and monitor 50% of clusters.
- HMs provide on-site academic support and monitor CRP visits.
- CRPs conduct daily school visits and report to Cluster HMs.
Teachers
- Implement day-wise activities without deviation.
- Maintain child-wise progress records.
- Use TLM appropriate to the learning levels (Stream, Mountain, Sky).
