Choose your erstwhile district (the PO 1975 district you were working in), then the reorganized district, then the post. You'll see the erstwhile figures first, then what goes to your new district. Teacher and staff posts come from Annexure-II (District cadre). Gazetted Head Master / Head Mistress Grade-II, Senior Office Assistant and Upper Division Steno are Zonal posts, so for these the result shows the Zone your new district belongs to (Annexure-IV).
// 30-SECOND SUMMARY
- What: G.O.Ms.No.156 fixes and splits the cadre strength and working strength of all remaining School Education posts among the new local cadres.
- Why: The Presidential Order 2025 (in force from 15.12.2025) replaced the 1975 Order, so every post had to move into the new District / Zone / Multi-Zone structure.
- Biggest block: Secondary Grade Teacher (Telugu), with 78,309 posts in the District cadre alone.
- What happens next: Teachers get Orders of Allotment, and those who land in a different local cadre get Orders of Transfer.
02Why this order exists
For nearly fifty years, recruitment and seniority in Andhra Pradesh government service ran on the Presidential Order of 1975. After the State was reorganised into 26 districts, the old district boundaries stopped matching the real map. The Government of India therefore notified the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 through S.O.5777(E) on 15 December 2025, and it took effect the same day.
A new map needs new seat counts. G.O.Ms.No.46 (06.07.2026) set the method for working out cadre and working strength, and G.O.Ms.No.129 (17.07.2026) set out how posts are organised and people allotted. G.O.Ms.No.130 (28.09.2026) had already handled District Educational Officer posts. G.O.Ms.No.156 covers everything else in the Directorate of School Education.

G.O.Ms.No.129 – organisation of posts and allotment procedure

G.O.Ms.No.156 – all remaining School Education posts distributed
03The five-level cadre ladder
Each post now belongs to one local cadre. Here is how the 1,86,273 posts are spread across the levels. Bars show cadre strength; the figure underneath is working strength.
04The posts that matter most
Of the 111 categories, 13 account for over 90% of the strength. The Gap column is cadre strength minus working strength. A green pill means more people than posts, which usually happens because staff on deputation or foreign service are counted for allotment.
| Post (District cadre unless noted) | Cadre | Working | Gap |
|---|
SGT Telugu – largest gap
78,309 posts and 67,352 people: a gap of 10,957, the largest single figure in the order.
Model Primary Schools
9,591 MPS HM/SA posts but only 4,444 in place. Fewer than half are filled.
Special Education
1,118 SGT (Special Education) posts show zero working strength, and SA (Special Education) is at 727 of 1,973.
05District explorer: 26 districts, one view
Annexure-IIA breaks down the main teaching posts by management (Government, MPP/ZPP, Municipal and Municipal Corporation schools) for each district. Use the buttons to sort, or type a district name.
06Zones, contiguous cadres and the HoD pool
Zonal cadre (Annexure-IV)
Annexure-IV has two parts. Erstwhile district → Zone: 5,156 Gazetted Head Master / Head Mistress Grade-II posts (4,355 working), 245 Senior Office Assistant posts and one Upper Division Steno post, for 5,402 / 4,702 in all. Erstwhile zone → Zone: another 1,342 posts (1,311 working), including 270 GHM Grade-II, 679 MEO-II, 234 DIET Lecturers and 91 Superintendents. Together, the Zonal cadre holds 6,744 posts (6,013 working).
Contiguous Districts and Contiguous Zones
Annexure-III places 1,136 posts (986 working) in the Contiguous Districts cadre. Annexure-V (Contiguous Zones) is marked NIL: no School Education posts are in that cadre.
Multi-Zonal cadre (Annexure-VI)
237 senior posts go to the two Multi-Zones: Assistant Director (58), Deputy Educational Officer (74), Senior Lecturer DIET (91), District Coordinator – Open Schools (13) and Coordinator PESC (1).
07What it means for employees and aspirants
Orders of Allotment
Every employee gets an OOA. Staff on deputation or foreign service are asked for options first, and they stay where they are on existing terms.
Orders of Transfer
Regular staff allotted to a local cadre other than the one they work in now will be issued an OOT by the appointing authority.
Payroll update
The DTA and APCFSS are told to update CFMS and the Nidhi payroll so salary lines follow the new cadre.
Name change to note: Following G.O.Ms.No.26 (2024), "Junior Assistant / Typist" is now Junior Office Assistant (685 posts) and "Senior Assistant" is now Senior Office Assistant (245 posts).
For DSC and recruitment aspirants: The gaps above show where shortages are concentrated, especially SGT Telugu, MPS HM/SA, Special Education teachers and School Assistant Hindi. Treat them as indicators, not official vacancy counts. Working strength here includes people on leave, training, suspension, deputation and foreign service. Actual recruitment numbers appear only in official notifications.
Exempted offices (Para 12): Establishments exempt from the Presidential Order keep their current sanctioned strength. Vacant posts there may be moved to the supervisory offices listed in Annexure-VII.
