Boosting Education Through Balanced Staffing: AP Government’s New Reforms in Teaching Posts
In a progressive move to enhance the quality of education across government-managed schools in Andhra Pradesh, the School Education Department has issued G.O.Ms.No.33, dated 31.07.2025, introducing significant amendments in teacher deployment and staffing norms.
Key Highlights of the Government Order
The latest government order aims at achieving balanced student-teacher ratios and optimizing human resource utilization across various school managements—namely Government, Zilla Parishad/Mandal Parishad (ZPP/MPP), and Municipal Schools. Below are the primary features of the order:
1. Revised Norms for Teacher Allotment

High Schools:

A second section will now be sanctioned when the enrollment reaches 50 students, replacing the earlier norm of 54.

For every additional 40 students, an extra section will be added (e.g., at 90, 130, 170, etc.).

Foundational Schools (Classes PP1 to Class 2):

A second Secondary Grade Teacher (SGT) will now be allotted when enrollment touches 21 students, earlier it was 31.

Model Primary Schools (Classes PP1 to Class 5):

One additional SGT post will be sanctioned once enrollment reaches 121, provided surplus teachers are available.

2. Creation and Reallocation of Posts
To implement the new norms effectively, the government has approved:

Creation of 1901 teaching posts including:

1 Grade-II Headmaster

1563 School Assistants
-
337 Secondary Grade Teachers (SGTs)

Reallocation and upgradation:

522 SGT posts upgraded to School Assistant posts.

Posts adjusted using surplus vacancies and Head of Department pools.

Redesignation of 4951 Headmaster posts as Model Primary School Headmasters/School Assistants (MPS HM/SA).
3. Cadre Strength Adjustment
The order also adds 1995 vacant surplus posts to the cadre strength for future needs:

30 Grade-II Headmasters

1965 Secondary Grade Teachers
These are reserved for allocation in districts facing deficits.
4. Amendments to Existing Norms
In G.O.Ms.No.21 dated 13-05-2025, the following changes are enforced:

For Foundational Schools:

1 SGT for up to 20 students

2 SGTs for 21 to 60 students

For Model Primary Schools:

Up to 59: 1 MPS HM/SA + 3 SGTs

60 to 150: 1 MPS HM/SA + 4 SGTs

Beyond 150: 1 additional SGT for every 30 students
